Highways England requires a robust and up to date knowledge base that provides both quantitative (inventory) and qualitative (condition) data for managing its Asset Support Contracts (ASC's), Asset Delivery (AD) contracts and its Design, Build, Finance & Operate (DBFO) contracts. Developing and maintaining high quality and readily accessible information about its assets is a requirement of Highways England's operating licence and a key performance metric assessed by the Monitor.
