Description

The United Mines and Connon Bridge Landfill sites, together with their Environmental Permits, will be transferred back to Cornwall Council following the landfill closure and satisfactory completion of restoration works. United Mines closed for the acceptance of waste in October 2010 and final restoration and handback is timetabled for April 2018. The provisional closure date for Connon Bridge is 2018, but a restoration timetable has not yet been prepared and no handback date has been proposed. Cornwall Council is reviewing its options for the ongoing management of these sites. At this stage the authority is open to all available options but primarily considering scenarios where: 1. Cornwall Council retains permit and outsources site management and operations. 2. Cornwall Council transfers both the environmental permit and site management to a single competent contractor. To inform this review, and assess the viability of alternative options, Cornwall Council would like to gauge the level of interest and service available from the private sector for the provision of closed landfill management services. Any conclusions drawn from this exercise would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender exercise and participation in this soft market assessment will not prejudice suppliers participating in any future procurement. If you are involved in this area of service provision and in assisting with our assessment of the market, please initially read the content of Soft Market Test document available/attached and then complete the "Information Required" section towards and return this electronically via the Due North Portal by 15:00 hours on Friday 22nd September, 2017. We will use the questionnaire responses, any further supplier interactions and on-going internal analysis to help shape our vision and determine the option we may wish to pursue. This questionnaire is designed purely for information gathering purposes at this stage. All responses will be treated in confidence. You are not obliged to submit a return or even a full return and you will not be scored or assessed on your responses in any way. The information provided is merely being gathered to assist in a Soft Market Assessment for the potential delivery of Landfill Management in Cornwall. As part of the ongoing information gathering process, we may consider holding some follow up supplier information exchange events in Cornwall, to explore certain proposals further. The Council will decide who to invite but it should be noted that this does not give any advantage, in relation to any potential future exercise, to those invited over those not invited. To be clear, once the Council has determined the option to pursue this will be communicated to all respondents to this Soft Market Testing exercise as a matter of courtesy.
