Brief Description of Requirement

The Department for Business, Energy, and Industrial Strategy (BEIS); Office for Product Safety and Standards (OPSS) is an appointed market surveillance authority, responsible for (via the Secretary of State) enforcing the General Product Safety Regulations (GPSR) within the UK.

The test results stemming from this tender will form part of a larger testing programme currently being undertaken by OPSS. The aim of this testing programme is to establish the baseline levels of non-compliance across a range of products. This tender is focusing on one product from that range. The results of this testing programme will help to inform future OPSS decision-making and aid impact measurement.

The successful bidder is to provide test results for 50 different examples of the below electrical product to verify their compliance against the Electrical Equipment (Safety) Regulations. The test house will therefore receive 50 x 3 multiples of each sample to allow for the full suite of tests to be carried out. Therefore, the test house will receive 150 items in total. 50 x 3 = 150.

Kettle Samples:

Standards set out requirements in EN 60335-2-15:2016+A11:2018 to be carried out to the following selected clauses

• Clause 7: Marking and instructions and

o Regulation 39 CE/UKCA marking

o Regulation 8 or 18 Postal address of economic operator

• Clause 8: Protection against access to live parts

• Clause 13: Leakage current and electric strength at operating temperature

• Clause 21: Mechanical strength

• Clause 22: Construction (except clause 22.32 aging test, 22.46 PEC, and 22.103 endurance test)

• Clause 27: Provision for earthing

• Visual check
