Description

The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above service.

The Supplier will deliver predominantly out of hours Antisocial Behaviour Patrols (ASB Patrols) across the housing stock Tower Hamlets Homes (THH) manages on behalf of the London Borough of Tower Hamlets. THH does not expect to subcontract any part of this service.

THH has identified a problem with Anti-Social Behaviour across the stock it manages on behalf of the Council.

We have a current Patrolling contract that is supported by a Metropolitan Police accredited contractor that undertakes dedicated Anti-Social Behaviour Patrols. This additional support is necessary to effectively respond to Anti-Social Behaviour issues on housing estates and streets.

We are currently procuring a 2 year (plus potential for a single extension of a further year) borough-wide patrolling contract. The contract replaces the current patrolling contract and will allow continued patrolling to be undertaken. The new contract is timetabled to start in April 2018.

The benefit of using a supplier with Metropolitan Police accreditation enables patrol officers to exercise powers normally reserved for the Police, such as issuing fixed penalty notices, lawfully obtaining names and addresses and detaining individuals.

An accredited patrol service is a valuable resource and forms part of THH's strategy of working in partnership to tackle crime and anti-social behaviour. An accredited Anti-Social Behaviour patrol contractor supports the reduction of all forms of anti-social behaviour whilst increasing resident satisfaction.

This service provides support to partners including police officers and neighbourhood housing officers. The service also provides reassurance to residents and users of a uniformed presence. Their involvement in targeted patrols assists in a more comprehensive source of information and a deterrent to individuals through the presence of them.

The supplier must be approved under the Association of Chief Police Officers Community Safety Accreditation Scheme and accredited by the Metropolitan Police to provide uniformed officers with specific delegated enforcement powers.
